Overview of the Opportunity
The Township of The Archipelago is seeking a full-time Manager, Human Resources. Reporting to the Director,
Finance & Administration (CFO) and the Chief Administrative Officer (CAO) for confidential matters, the
Manager of Human Resources provides strategic leadership, guidance, and expertise for the Township’s human
resources programs and services. This position is responsible for managing the full scope of HR functions
including employee and labour relations, organizational development, workforce planning, recruitment,
compensation and benefits, disability management, health and safety, and HR policy development.

in Georgian Bay and a number of inland freshwater lakes. The Archipelago acknowledges that the community

What You’ll Do
• Provide strategic HR leadership and trusted advice to the CAO, CFO, Directors, and management teams.
• Lead all aspects of human resources including recruitment, employee relations, compensation and
benefits, health and safety, and performance management.
• Manage disability and absence programs, workplace investigations, and return-to-work processes.
• Develop, update, and implement HR policies, training, and organizational development initiatives.
• Support leadership development, succession planning, and diversity, equity, inclusion & belonging (DEI&B) initiatives.
• Collaborate with senior leaders to design and implement HR strategies that align with municipal priorities.
• Track and analyze HR metrics to inform decision-making and continuous improvement.

Education
• Post-secondary degree in Human Resources, Business Administration, Industrial Relations, or a related discipline.
• CHRL designation (or eligibility) preferred.
• Minimum 3–5 years of progressive HR experience, including 3 years in a management or senior advisory role.
• Experience in municipal or broader public-sector environments is an asset.

Experience and Skill
• Strong leadership and relationship-building abilities with a collaborative, client-focused approach.
• Excellent communication, facilitation, and conflict resolution skills.
• Comprehensive understanding of employment legislation, health and safety requirements, compensation, benefits, and disability management.
• Proven ability to manage sensitive information with professionalism and discretion.
• Skilled in policy development, organizational training, and talent management.
